Appease the factions with giving them what they want and doesn't hurt you too much. They'll be happier. Then, you'll pass new laws faster.
Other than that, build the desired power base up by creating revelant jobs. Want more farmers? Build more farms.
Much less randomness and negative events (and in general less bad modifiers like the neverending -x% authority or bureaucracy)
I think the new 3 phases of the law passing can exacerbate taking longer, maybe thats where i was stuck lol.
Its been ten years and it is literally stuck. Stuck on 26.6% progress it literally never advances it's been tens years. If no one opposes why stuck on 26.6% never going up down. pretty sues its some severe bug. had to cancel enacting eventually.
Were you getting any events? Its really weird if there were no events while the time progressed for so long. Could be a bug
Edit: Illegitimate governments stops all law enaction progress, maybe you have a bad government?
As Japan it’s taking me a lot longer to reform the government, but it feels right.
Overall this was probably the best change in mechanics for the whole update imo, with agitators being kinda disappointing.
