Ditto. You're just doing something wrong.

Appease the factions with giving them what they want and doesn't hurt you too much. They'll be happier. Then, you'll pass new laws faster.

Other than that, build the desired power base up by creating revelant jobs. Want more farmers? Build more farms.

No idea what youre doing wrong, but 1.3 law passing is so much faster than in 1.2, even 6% chance laws now feel like the previous 30% chances :-D

Much less randomness and negative events (and in general less bad modifiers like the neverending -x% authority or bureaucracy)

Thanks guys for the advice. You are all right, well support bills do pass quickly.
I think the new 3 phases of the law passing can exacerbate taking longer, maybe thats where i was stuck lol.

I noticed that now success passing is more dependable on how many people HATE this law rather than like it. If opposition is strong - it will take a lot of time.
OK, it happened again, i am enacting public schools. 70% support, .5% opposition ya 1/2%.
Its been ten years and it is literally stuck. Stuck on 26.6% progress it literally never advances it's been tens years. If no one opposes why stuck on 26.6% never going up down. pretty sues its some severe bug. had to cancel enacting eventually.

Were you getting any events? Its really weird if there were no events while the time progressed for so long. Could be a bug

Edit: Illegitimate governments stops all law enaction progress, maybe you have a bad government?

Honestly I’m a big fan of how they reworked passing laws. It feels much better overall. It’s slower in a lot of cases but feels more dynamic, and you have a decent chance to pass even low % laws as long as there isn’t huge opposition. The events feel appropriate, with lots of opportunities to increase success chance and with appropriate trade-offs.

As Japan it’s taking me a lot longer to reform the government, but it feels right.

Overall this was probably the best change in mechanics for the whole update imo, with agitators being kinda disappointing.

Sometimes inviting an agitator helps. Especially for some dramatic changes in legislation.
Thanks for the advice I'll check the illegitimate government thing that might have happened.
