I cant seem to trigger the mission no matter what. as austria, ive conquered each territory seperately and neither seem to kick off the misson, wtf?

guess it can only be solved by north germans.
Is north german an acceped culture in your austria?

It's a known bug that it doesn't fire as per the current pdx known issues thread.

AFAIK you need to do it BEFORE researching Nationalism.

you have to solve the issue before 75 % of the northern german states have nationalism researched. when you fail to do that you cannot trigger it.

i belive it might just be a glitch i played austria a few days ago and it appeard very soon
