- Mass Migration events, which happen when a group somewhere in the world with a ton of turmoil mass moves to a different state. Aka sh*t hitting the fan somewhere else in the world
- Intra-market migration, where pops move between markets in the same CU example. So your example cheesing by joining the UK custom union.

Additionally, your laws around culture and religion matter since pops are less likely to move to a higher SOL state if that means they will be discriminated against.
An example of this when I was playing as Brazil where I managed to get Qing into my custom union. I got a minor transfer of their unemployed pops coming into my country because with Cultural Exclusion their pops would be discriminated against. The instant I passed Multiculturalism, I got a mass influx of their unemployed, to the point where Qing’s population growth stopped and started to slightly decline.
I also did have poor laws passed and at the base institution level, so pops would Migrate in to fill arable land/unemployment then I would mass build in the state to suck up all that available labour and then let it refill while I built another state.
Also there is a film event (or might be camera) that one of the outcomes gives you a permanent migration attraction bonus to all your states.
As much I tried, People don't really care about your laws and so, Only SOL. Not like in victoria 2 :(.
Before getting inmigration you have to figure out industry and how to get your pop rich.
In other hand, multiculturalism brings fascism and sometimes communism as punishment.
Am I crazy for thinking this is a huge oversight on a South American focused DLC/patch that requires immigration to make basically any of the countries there work? I don't even want to continue my good Argentina (start of a) game I have going knowing this. Which sadly may be nulled/corrupted by an update.
