Same with having a university in that state since it makes it easier for pops to change professions when something better opens up.
The wiki does mention that adjacent jobs have an easier time qualifying, where it uses the example that machinists have an easier time becoming engineers. So it would mean that soldiers with a good literacy rate have an easier time becoming officers. Or just having a skilled population makes it easier for them to swap to better paying jobs.
