Report a translation problem
It's nothing more than a visual bug or rather inconsistency on how the data is presented in the population view...

So yes, this is just a visual bug in the representation of the data as i suspected.
The taxes are mixed up in the pop view:
What is labeled as consumption tax is in fact poll tax,
What is displayed as dividends tax is consumption tax,
and bc it wasnt confusing enough the shown poll tax is dividends tax.
At least pdx got the income tax right, a stron 1 out of 4 :D
I'd check the official bug report (pdx forums) list and see if they're aware of it, and report it if not. This game sadly has a lot of issues and the pace of progress leads me to believe there isn't a big team working on these sorts of non-critical bugs. Besides making threads like this all we can do is report problems directly and hope.
Since this is only a visual bug but a pretty annoying one at that i think it will be adressed with 1.3 but not in a hotfix. Those are usually reserved for more critical issues.
