It's not the game, homeboy.
Since the game isn't very GPU heavy, you wanna set your graphic settings as high as you can for whatever GPU you have (play within it's video memory range). Any additional video memory usage that exceeds your GPU's vRAM will result in more workload for the CPU as your system will use the system RAM for video memory overflow. On top of this, slamming out more FPS also adds more work to the CPU as it has to prep the frames for rendering.
But to rule things out, it would definitely help to know what CPU, RAM and GPU you have.
That's why I posted my specs, to give him something to compare to.
Funny story but, I used to buy computers based on the criteria "Can they play Civ?"
Because I would see people get computers that could play the newest graphic intensive games but would get a bit laggy on Civ and they would be up in arms over the fact that they have this AWESOME computer with the BEST graphic card, and the game is lagging up like hell!
So, any criteria I have now, makes sure that the computer I buy can play Paradox games, and also Battlefield.
And if you won't declare what CPU you have, we can't say if this is genuinely an optimization issue with the game, or an optimization issue with your system, or if you're CPU might not be up to the task for an extensively far heavier set of non-linear mathematical calculations. For example, 3rd gen Intel CPUs are going to be literal crap at this because the CPU is NOT designed for that. Why does such low end hardware show up for minimum specs then? Because it CAN run the game still. It just CANNOT run the game well because the processor IS NOT designed for multi-core and all-core parallel processing which is something that helps with linear and non-linear mathematical CPU calculations.
The sheer bulk of the game calculations in Vic3 are nothing like most other games, including games like Civilization. There's a lot less math going in Civ games, so the CPU demand isn't as bad. But here in Vic3, you really want a CPU that is modernly designed.
I get your point that you stating. I am simply saying and will stand by my point of view that the game is poorly optimized. Do you want to say that it is optimized fine? As there are thousands of reviews stating what i am stating.
Depending on what CPU you have, you may just have poorly optimized game settings being used which can drastically nerf performance late game. OR you may have a CPU that is just so low end that no matter what you do, won't improve the performance late game.
Again, what CPU do you have? I'm trying to offer some help but if you don't give any specifics to your situation, then all we can do is give vague generic comments on what's going on here, explain why performance is an issue for lower end hardware.
If you tell me what CPU you have, I'll know for certain whether it's your system, your game settings, or the game actually needing more optimization. The latter of which would require the developers to no longer support the oldest tier of currently supported hardware in order to make those optimizations, however that would mean alienating and removing a significant portion of the gamer demographic who plays Victoria 3 due to there being a large demographic on low end 3rd and 4th gen Intel CPUs.
The game does not have super good graphics it is normal graphics and CPU well i dont believe the game is too heavy on CPU, i tell you folks the game is extremely poorly optimized.
People stating here that you need a very good CPU bla bla are dead wrong.
The game can run on a old pc if it was well normally optimized, which it is not.
Read the reviews it is like over 60% of reviews stating the same thing um poorly optimized. Period and of course people be like you need a very powerful pc to run the game bla bla it is total BS.
Ways you can tell the game is really CPU heavy is by frame capping the game at 30FPS and cranking your graphic settings to maximum (and playing within your GPU's available video memory). Now notice the game tick speed reduce as you zoom in on a heavily populated state. Zoom out and watch the tick speed not really reduce a whole lot. The FPS remains about the same and pretty static. If your FPS is dropping a significant amount it's because you're being CPU bottlenecked, which will cause the game tick time to also slow down and actually calculate at an inconsistent and changing rate.
I personally have tested this game and no it does not use too much CPU. It is poorly optimized that is all. The game looks like a mobile game and you want to state to me you need high CPU? What the goods use CPU and the rest is few % of CPU.
The game engine is outdated and the game is poorly optimized that is all.
IF this game was well optimized than you could run it on a 2014 gaming set up pc.
On full setttings highest an outdated gaming pc can run this game if it was normally optimized.

I recommend learning more about how CPUs are being utilized in video games in recent years and learning what exactly a CPU bottleneck is and why this game struggles with lower end and most Intel CPUs. Learning more about how the hardware actually works and what the CPUs are specifically designed for. Intel is a decade behind AMD in terms of multi-threading and parallel processing.
And even in this video, Jay says don't pair a 2080 Ti with a 7100k Intel. You know how many people have lower end CPUs than this and have them paired with a 2060 or newer GPU? A lot and most people are actually bottlenecked on the CPU and this is why stuttering is so common and frequent.
Now something to note: Just because a CPU doesn't say 90-100% usage on the cores/threads does not mean that it isn't actually bottlenecking. Not all cores/threads are utilized in gaming and even though you can have an 8 core CPU and you might see the game hit 50% CPU usage. But during this you gotta pay attention to what your GPU usage is at and when the GPU usage drop below 85-90% with raising CPU usage is a CPU bottleneck.
I have a 5800X with a 3060 GPU. My GPU usage drops to 60% at times and my CPU hits 40-50% usage. I don't get much stutter but I do get a slightly slower game tick speed as a result with late game but it's not bringing my game to a crawl. So I'm damn close to being significantly bottlenecked on my CPU. And this is an efficient multi-core all-core parallel processing CPU and it still does that with Vic3.
If you let us know what your system specs are, there are ways to figure out how to address the late game performance issues... But it's circumstantial to the CPU you have. If you have a lower end Intel, well there's not a whole lot you can do. You have a middle tier Intel, then there's some things you can do to improve this (such as some performance focused mods including the cloud remover, as the volumetric particle FX that make up clouds are CPU based tasks so removing the clouds improves performance). Reducing the amount of frames your GPU is rendering reduces the amount of time and workload your CPU spends preparing frames for render, which leaves more CPU utilization open for the actual in-game and engine calculations. If you have a lower end Ryzen or an FX 8000 series, then there's just a few things you can do to tweak Windows and your BIOS settings to ensure you can maximize your rig's performance.
