How do I complete the USA Reconstruction Mission?

My game is in Spanish, maybe in English I would give more details, but the mission says: "rebuild the old rebel states"... what does that mean? I could be a little more explicit, I have incorporated all the rogue states and the mission is still active.

Its pretty much impossible, need to incorporate the rebel states and have 20% loyalists for both dixie and yankie culture. You need to wait for it to time out essentially.

That´s one of those things for which cheat mods exist! :D

A good thing to do before that is to pass cultural exclusion during reconstruction. It adds afro american as a primary culture when the reconstruction ends (allows 5 year integration of non arab africa as well as allowing non arab african mass migration).

I even used a cheat mod to get like 100% loyalists and it still didnt complete... it seems to be bugged as hell
