Japanese Migration to Houkaidou
Soooooo starting as japanese shogunate Houkaidou is very underpopulated... yet so much potential. but for some reason i can never migrate people to it. Even when i use a decree and have a very high attraction naebody ever moves. Is this because of the starting migration laws? Cause I read the starting laws as saying migrations can occur within the same nation/market... anyone able to help here?

If you have unemployment and low Standard of living compared to the rest of your country pops will not migrate there. You have to increase standard of living and have more jobs available and pops will automatically migrate to the state

Japan starts with closed borders, so pops can't migrate anywhere. You need one of the two other migration laws.

ok so even within the japanese home islands they wont move around?

I've played Japan a couple times now, and they only ever start migration after you get rid of closed borders.

With closed borders, the green whatever thingy activated, and moving the trade capital there, you'll have 0 migration.

Yes, there is no internal migration.

WHY THE FRACK DO MY JKERK PEOPLE KEEP GOING RADICAL OVER MIGRATION LAW!!! peasants went 170% radical last time i tried to change it... i mean sure the shogunate got mad too but they wanna control the peeps... i abolkished the shogunate and murdered everyone with the last name tokugawa and nopw the people are free and they whine that im letting em have self determination
