Can't Build Oil Rig in Colony

Hey everyone,

I'm confused because i'd like to build an oil rig in one of my colonies where the resource has just been discovered, however it will not let me build one:

I do have the necessary technology because I'm producing oil via oil rigs in other states. Anyone know why this is happening?

You have a split state situation here. You discovered oil in Congo, but the region of the state you have colonized is not large enough to support the resource in your own controlled provinces in that state. Once you colonize Congo more and get more provinces you will begin to get access to build an industry for the resource.
