not sure if you guys noticed, but if he is playing beta he is *proooobably* aware of the changes, and if you *maaaaaaybe* read OP thoroughly like you did beta patch changes

the thing is, op says that he stopped all of the government construction
and thought that private sector would use its 75% to build, but alas it doesnt build anything, so since he also doesnt build anything, nothing at all is being built, meaning, there cant be no building conflicts, and he cant cancel the building, since he already isnt building anything
