Why is the taxation at 0?
For some reason my income taxes, poll taxes and consumtion taxes are at 0 and nothing changes when i change the taxation policy from very low to very high taxes or when i add consumption taxes to a specific item

I forgot bureacracy had any effect but it was at max deficit but now that it went to like -390 i got my taxes back (also i'm on proportional taxes) and services and liquor)
