Greater German Unificaion

hey guys. I am trying in my most recent playthrough to unify all of Germany through Prussia without conquering Austria and instead having them support the unification.

I had them at 80 relations after removing them from unification candidate. I cant get them in my market because they are a major power.
The natural enemy trait (forget the actual wording) seems to forbid them from supporting me. I have them at +5 in unification which is not high enough to actually support me. the only thing i can think of is waiting for them to owe me a favor.

I tried a different approach and went to war with Austria and liberated 3 of its counties. I tried to make them (Greater Hungary/Bohemia) support me in the unification however, I do not exert control on these countries for some reason. btw I have them in my market already. wtf is control and how do i exert it?

Is there a way for me to unify austria+prussia without going on 3+ wars that put me at 200 infamy?

I can unify Germany by 1840-41. Full disclosure I have researched nationalism and pan-nationalism. Pan-Nationalism seems to do very little.

I dont see anything that would explicitly not work in 1.1 but I havnt tried that one myself.
