Is the Alaska purchase even possible?

As the title asks, is it even possible to play as the USA and be able to purchase Alaska from the Russia AI? I've read some people commenting that as long as Russia has a positive balance (while still in debt) one won't be able to sign the treaty with them. So it seems like getting Alaska peacefully is almost impossible?

its pretty damn difficult i will say. I had a run where Russia joined Mexico in my war for manifest destiny, i took literally everything all in one war, and forced Russian war reparations, and even after paying me 20k/week for 5 years they were still not in debt.

IMHO just forget about it, attack Russia and take it, they don't defend it anyways, I've literally conquered Alaska with Haiti before.

Even better is declare on Russia and force them to release Poland and Ukraine. Since it will be a large hit to their population, GDP and prestige. Especially since a large portion of their starting navy is based in the black sea.

Did that in my US game, and they eventually fell to being a major power.

Russia leaves all the Poles in the Poland states the whole game? My current Krakow game, there's hardly a population in Greater Poland and the other Russian Poland state. Ukraine is beefy though.
