Are you running any mods in your game? That's the only thing I can think of currently that actually will break a tooltip.

And I'm guessing since you're Prussia, you're the custom union leader for your market? You shouldn't be losing market access to your own market, particularly given the state in question is land locked, not isolated, and has valid land connections to the market capital. Your sea lanes are adequately staffed with spare convoys in case of convoy raids?
Yes in all the questions asked. This was actually affecting 4 states of mine all on the west side of my territory.
Fixed now with the reload.
No turmoil, massively more infrastructure than needed, but I'm still getting spammed by notifications that vanish and return every couple of minutes.
You can also always check to see the state overview of the state that is having market access issues. Hover over market access and it will pull up a useful tooltip.
