market access decreases even with enough infrastructure level

Whats the reason for it? My market access is currently between 70-80% in all the states, even though my infrastructure usage is below my infrastructure capacity everywhere.

Hover over the market access info for that state in the state window. It'll let you know.

Are you part of another nation's market? If so, you probably need more convoys as that state probably has reduced convoys on the sealanes that connect it to the rest of the market.

I am member of the British market and you are right, its lower due to shipping lane effectiveness, they are in a war against Persia and China, and Persia is basically next to me, so maybe they are blocking the convoys with their fleet.
A question: there is a chance to escort convoys, the question is which HQ do i have to choose if i want to increase the market access? And in this case how is the market access gonna be calculated? (i mean between the enemies raiding convoys navy and my escorting convoy navy)
