Also the attraction weight is multiplied by 0.5 by not having Egalitarianism and 0.5 for not having Labor Movement.
So if it is early game before those two techs are unlocked, and you have a lot of rural labours then you should not see them joining the trade unions.
Like I said in another thread, they're hard to gain pop attraction. The 1.1 bug with clouts not starting with clout size that should were not gaining pops, was fixed with 1.1.1.
