Try to keep parties/IGs in government that support the laws you want to pass, while keeping legitimacy up, I usually have over 50%.
This - After each election you have one "free" shuffle of the IG's and parties in your country, whereas normally kicking ones out of the government will turn some of their pops into radicals.
If you're playing to "win", you'll want to put into government the parties that support whatever Laws you want to pass. Also, take a look at what "clout" is gained or lost from including each party, that'll help your chances.
Doesn't look like a case of tiny brain, from your spelling it looks more like you're playing while you're drunk ?! :-)
Paradox also mentions something about party ideology having an impact on legitimacy if the parties in government have drastically different ideologies.
