If you add humiliate or war reps, you have to control a majority of their states or part of the capitol state.
Unfortunately you're a secondary participant to the war as Prussia never directly targeted you. But they can target you with a war goal to make it easier to capitulate you. As you can with other nation's help they have in wars. But primary participants can't be capitulated that easily.
Had you been an overlord of Bavaria (yes I know harder to pull off but the alliance with Bavaria is a step in that direction), you would have been the primary negotiating participant and could have offered to peace out the war earlier though, as you would have been higher tier to Bavaria who was the primary war goal target.
I think I'm just going to restart the campaign since it was only 8 years after start.
I feel you though. I've been in a few weird wars where I wasn't sure why I had no negotiation say at first. Alliances are janky with lower AI difficulties at best.
