I nominated Jan Mayen. I took inspiration from Spiffing Brit, but unlike him, I wasn't successful with my migration strats.

Reroll your game for political group leaders with better traits and ideology for for opening borders and cultural acceptance type laws.

Tasmania. Go independent immediately. Haven't tried it yet. Not even release, just fight for the independence as VDL.

Metis is a challenging releasable nation. Dunno if it's toughest though.

Release a independent small state that is landlocked in Russia. That's always a royal crap show.
