I want to know as Sweden/Scandinavia, so I can try to keep, or at least slow down, Germany Forming the NGF. I can see the requirements for Prussia to Form Germany, but not NGF.
Pan-Nationalism and a majority of all German states for Germany.
nationalism, if they have good relations, and a custom union they absorb the german states by events that pop up.
There if a force leadership option which militarily unites the country as one war but first it needs another war to decide "german leadership". So technically if you intervene in that war you can stop unification because they give up leadership of their culture.
I know it is 19 of 30 particular States to Form Germany.

added: So If I have a Customs Union with a north German State, such as Bremen, Hamburg, Oldenburg, and Hanover, I can keep them out of the Formation of the North German Confederation? And if I can keep enough of them out, I might even be able to keep the North German Confederation from forming?
In my current game as Scandinavia, those States are still free and some of them are in Customs Union with me in about 1865.
And most of the southern German States are still free of Austria or Prussia (except for what it started with at beginning of V3). (Scandinavia, and I am sure Great Britain, France, Netherlands, Belgium, and Russia are ALL very happy with the lack of German unity.)

Plus Prussia has tried twice to conquer Saxony, and failed both times, because Great Britain and Austria supported Saxony. The first time in a War where they invaded much of Prussia, and the 2nd time Prussia just conceded Reparations to Saxony before the War could start again. They even managed to conquer most of Brandenburg in their 1st War, before Prussia gave up.
Austria looks more powerful than Prussia in my game.

Would formation of a South German Confederation by Austria, involve enough German Sates to keep a Prussian controlled North German Confederation from forming Germany? (if it involves more than 11 German States in the SGF that should do it.)
For That matter, what does it take for AUSTRIA to Form GERMANY, I am assuming that the 19 of 30 German States would work for them as well.
added: I checked: Austria starts in V3 with 8 of the 19 out of 30 States needed to Form Germany.
Then an Interesting question, could a different small German State in V3 (Bavaria perhaps), i.e. not Austria or Prussia, Form North or South German Confederation, and eventually Germany? OR could another nearby country, that has some German Population do it (Denmark or even Sweden/Scandinavia seem like an interesting possibility)?
I suspect that it would be very difficult to accomplish.
A different question, after the NGF or SGF or Germany is formed, how much difference does it make Which country formed them in V3? Are they going to behave in much the same way(s) if they are Formed differently? I suppose that their Ruling Monarchy and even IGs, might have somewhat different leaders, and policies and Laws that they would pursue. So relations and actions with their Major neighboring Countries could be different. I am not sure how much difference the presence or absence of the Junkers IG (or other IGs) might make , for example.

I did have some Alliances as well, but Scandinavia is no threat to the Prussian Army, and can not stop Prussian Diplomatic Plays by itself. Once, I was offered an Event to hire a Good German General from Lubeck, but when I tried to use the Event it failed to hire him.
What matters is Great Britain, France, Austria, or even Russia supporting the German Minor Countries whenever Prussia tries to do anything against them.
I was just an interested bystander with Saxony versus Prussia.
