Is it possible to split armies?
I am playing as Piedmont-Sardinia and trying to naval invade Tuscany. No land border to make front line.

I have 40 battalions and 10 flotillas. They have 9 battalions and 0 flotillas.

Currently i have a 10 stack stuck in Savoy, which i can't use to naval invade, because their HQ doesn't have a naval base. Apparently they can't move - so they are no good.

In Piedmont i have a 30 stack and 10 flotillas, so it should be straight forward. Problem is I get a massive negative modifier when naval invading.

Question: How do I split my 30 stack - so I can get a 10 stack, avoid the negative modifier, and actually win the naval invasion?

Assign another general to that HQ, the generals will then share the troops between themselves. With more going to the higher ranked general.

The solution is like shogun said assigning another general.
In my games so far early game naval invasions are just a huge gamble and if i fail i just repeat until i succeed. The modifier for hard naval landing (not the suplly one) can only be negated by a lategame tech afaik.

I always found the trick to navel invasions is to get their forces busy somewhere else. Since the defenders use forces in the HQ region that you are invading. If there are none because they are elsewhere, then you land unopposed and can occupy a bunch of land quickly.

Also having a specific large flotilla fleet, small unit general set aside as your go to navel invasion person can sometimes be a good idea.

In this case, assign 1 general to the HQ, then then promote the excisting general once should give you the results you want (the division of troops is based upon promotion rank of the generals in question etc, if they are both the same rank, they should get 15 troops each, if one is slighetly high in rank you should get the 10/20 you want).
