Why can't I declare a war on a rival?
Or any neighbor, for that matter? They have poor to middling diplomatic relations.

When I hover, all I can do is end rivalry. That doesn't seem a particularly logical way to incite a war though.

@KingGollillaKong, I have 60+ hours and have done the tutorial, as I've said I got Russia and Persia to give me reps and puppeted Afghanistan, so I'm not totally lost.

They actually love me, +150 protective; you may have hit the problem there. Should I trash the biggest power in the game and have them side against me to start the war? Seems like they should be the ones to choose sides if I got them to like me so much, no?

In all likelihood, but that's why I pumped up their relations in the first place, so they'd stay out of it, hopefully. After all, I'm not fighting them, just one of their gazillion puppets, who have their own puppets (ah, the Empire!).

If you declare war on a nation who has an overlord, you are also declaring war on the overlord (only, and not all their puppets, allies and etc).
For example, you can declare war on a subject of the Dutch East Indies and not fight GB. But if you declare war on the East Indies, then you gotta take on GB.

Not really. This is normal. This is how war worked in real life (for the most part minus the nuance and outlier instances).
You attack my a part of my dominion, you're declaring war against my dominion. Just because you're attacking a subject, you don't deal with the full wraith of GB and have to take on everybody they puppet.

Granted, but ingame the war declaration for EIC should be detached from GB relations; let them get mad in the maneuvers phase; I see no need to wreck relations with them (sitting in London, oblivious to my existence) before they get an urgent telegram from Dehli saying some heathens are threatening their comfy little operation. THEN GB should be forced to change its relations. I shouldn't have to send a delegate to insult the Queen and tell her off to be able to start my war on another continent.

If you have an overlord and you get war declared on you, you're gonna call your overlord in. That's a given. I get it does make the war seem one sided, but they're not as one sided as they might seem.

Try using conquer state on one of the india companies vassals, maybe it lets you do that (and won't force GB to join, though they might anyway)?

All the EIC puppets like me, they want out.

Anyway, I insulted the Queen and got a big, inclusive and inconclusive war against the entire British empire, meh. At least it didn't cost me anything since Russia ended up paying for it, and it did get Qing to ally with me, so in a few years I'll try again with rifles, upgraded cannons and 2K borrowed irregulars.
