Impossible to reach 100% literacy

So currently at 1923 with 100% education access 23.6 SoL for lower class.

Stuck on 99.96 and 99.7% literacy rate. So it's impossible to finish the achievement for 100%

First off, did you start with a nation with less than 20% literacy? If not, you can't get the achievement.

Secondly, you need to make sure you have enough academic populations to make sure their kids are getting an early start on literacy and education. I can't stress how important it is that older pops that birth new pops will pass on their ideology and class to their children by default. That includes literacy and so forth. If they're radicals, then their kids also birth as radicals. If they're loyal, then they birth loyal kids. Then as those kids grow up these factors can change.

From there, it sounds like you got everything else covered.

This isn't an impossible achievement. It's just really difficult. I've nearly got it several times now and I wasn't trying to go for 100% literacy. I've capped out around 96% in a number of my games around 1900.

I started off as hawaii. I had all laws and max institutions needed for it. Was just a matter of waiting. But it ended up dropping 99.5%.

I'm not sure it didn't work. Maybe another nation it's possible with.

Yes I did, I had education and assimilation decree going the whole game.

I did it with Massina. You can look up threads about the achievement for tips. The only other thread on Steam was from someone else who tried doing it with Hawaii, so I made my own thread about it here so that there'd be a few less Redditors in the world.

Everyone who got the "Reading Campaign" achievement so far did it with an OPM, or a country with just two states

Edit: most of their countries started with around 1-2 million population; that might be a factor

I got achievement as Wallachia. It was pain.

List of everything I did.
Kept closed borders
Education to 5
Banned Slavery (Earlier the better)
Enacted multiculturalism
Kept all the Decrees for assimilation, welfare, and education every year
Enacted poor laws
Stayed as a single state
Built 16 universities


This only got me 99.99%.

The final 0.01% I got by Joining a war between Austria and Russia, Switching all my troops to line infantry and sending them to die.
