Each IG (party.) has laws they will support/not support.
if you try and play a specific way, you want to pick the parties who support your favoured law types and ensure they win the elections by making the pops into the wealth type who support that party.

Which lets you form a government that has high legitimacy, and can get stuff through.

Folks buried the lead though: expanding the vote can vastly decrease radicals! I played France with a ton of colonies, and it turned out a lot of my population was radicalized because they were left out of the vote! Passing universal suffrage lost me 4mil radicals instantly

Once the more progressive voting laws get to around 50% support, and it won't make any IGs radicalize and leave the government, then it's ideal to do so.
