100% literacy achievement ("Reading Campaign")
I'm trying to get up to 100% literacy, so I can get this achievement already and then play a campaign that's actually fun. Unfortunately, the highest I've gotten to is 98.6%.

Studies held in the 1800's determined that 98.6 was also the average temperature of the human body, in Fahrenheit; but that's still not good enough to get this achievement.

Does anyone have any tips?
Best I can tell, births and migrations are causing some type of fractal ♥♥♥♥♥♥♥♥ that keeps you from ever hitting a full 100%. I'm going to try again with closed borders and maybe no healthcare, but I'm gonna be pissed if that still doesn't work.

What else can I do?

Is it possible without mods?

Can you get achievements with mods running? I don't think it's possible either way. It probably doesn't fire if you tag-switch, and you can't always release a state with 100% literacy, anyway.
Yes, most mods do not hinder achievements.

Achievements are possible with mods, and don't need iron man, yep.

I think after a while you wanna close your borders off, as when you bring in illiterate pop groups, that decreases your ability to raise your literacy. You wanna increase your population enough to have a sustainable economy and industry sector, enough to pay for an overkill on university wages and goods. And have a handful of them.
I found if you have a high SoL on all tiers of your pop groups, private education actually gives more education access than does Religious Schools or Public Schools.

Nuh uh, I'm not risking that Pious Fiction debuff this late in the game. I don't care what the suburbs think.
And hey, those universities don't boost education access; they just help with promotions
They do but not direct or anything. The direct boost is that. But in all the games I've played, my literacy rate caps out without universities. I start dropping them in and things start booming.

What if I destroy every industry, and return all the arable farmland back into feudal commons? Will that slow the birthrate enough to hit 100% literacy? I don't know, I think I'll save that for another day.

When theres a group of something and the group has a goal as a whole to have 100% of something and there’s an input to the group and the input starts at zero and the input is infinite, it’s impossible to reach 100%. You have to remove the input first which is impossible in the base game. I haven’t seen a youngling decision in the journal.

This would actually have the inverse effect. Education access actually relies a fair bit on standard of living. I forget the specific point, but past a certain SOL private schools are actually better than public since the education per SOL given by private schools is higher than the flat education access given by public schools. The long and short of it is, if you can make it cheaper for pops to meet their needs, you can actually increase their SOL and make it easier for the achievement. I'm not 100% sure it's possible with vanilla unless you're very clever, but certain mods can make it easier.

Yeah, I mean my education access was already around 95% or something with the religious schools policy. You think changing to private schools will be enough to make the population 0.02% more literate?

I think the achievement is maybe, too harsh on players.. 90% or 95% or

like, a population of over 200 million and 85% would be more "Fair."

Yes, Friend.
I said it elsewhere, but Eastern Mali can build a Wonder that gives your country +20 education access. I don't know what the gap in education access would look like with Private Schools and a high SOL, but if you still can't hit 100% literacy with the Wonder, you probably can't get the achievement with Russia or Japan either...and they have too many States to put Edicts on, too.

We just have to destroy the farms.
Maybe build a bunch of coffee farms first, so there's no subsistance farmland left
