What if I destroy every industry, and return all the arable farmland back into feudal commons? Will that slow the birthrate enough to hit 100% literacy? I don't know, I think I'll save that for another day.

Yeah, I mean my education access was already around 95% or something with the religious schools policy. You think changing to private schools will be enough to make the population 0.02% more literate?
like, a population of over 200 million and 85% would be more "Fair."

I said it elsewhere, but Eastern Mali can build a Wonder that gives your country +20 education access. I don't know what the gap in education access would look like with Private Schools and a high SOL, but if you still can't hit 100% literacy with the Wonder, you probably can't get the achievement with Russia or Japan either...and they have too many States to put Edicts on, too.
We just have to destroy the farms.
Maybe build a bunch of coffee farms first, so there's no subsistance farmland left
