Nobody can force you to go bankrupt. Its something you choose for yourself when there is no other option. This game has a lot of things that make more sense than other games, just a shame it has a design that is stupid and lazy as well.

When you go bancrupt, your building abilitys is 0 and your throughput is reduced with time, also your armies start getting negative buffs, so yes there are debuffs
