How to lower mortality rates?

Hello all.
How to lower mortality rates in my production industries and resource industries?
Also, how best to improve the overall health and mortality of my people?
Will enacting private health law help?
I am not sure why but it is greyed out at the moment. Could that be in some way effected by the parties in government?

Enacting a health law and increasing the institution. There’s also some techs that help.

You have to have at least pharmaceuticals researched so check that. could also be no IGs in your government will go for it; Industrialists will, and clergy like it over no healthcare at all (though would prefer charity hospitals), but trade unions and a few others are against it. Public healthcare will do a lot more to help the lower classes, who need the help the most. In addition passing labor rights will help with industry specifically, and get rid of the mortality from dangerous working conditions most laborers have to deal with.

when you pass public healthcare laws, it appears as an institution. The further to the right you can pass that institution, the lower mortality rates you will experience. This is one of the best laws to pass early in a game to keep high population.
