I have a situation that you could call "overpopulation".
Playing as USA right now, have the biggest eco, open borders, multicultureism and a high standard of living, so ppl from all over the world are coming to the US. I have like 10M in California and NY each with like 500k unemployed (with similar situations in other states).
But I also have more then enough food and social benefits, so no one is dying or revolting. So they are just waiting for until I have finished my next buildings anywhere in the country and fill them up right away lol. Its a spiral right now I cant stop growing because of all these ppl that are looking for jobs in my country. But I have surplus of like 300k a week so no problem.
One thing that can help with this is intentionally letting your buildings use less labor saving tech. Not using rail transportation or steam donkeys on mines, etc. Just don't use production methods that reduce jobs produced by buildings and your pops will have stable, comfortable incomes without becoming immigration magnets from high SoL and more of them will have non-peasant jobs. Another thing you can do is build farming buildings to take up all the arable land so nobody can be a peasant any more, this makes your territiry less appealing for migration since pops that can't find work will be fully unemployed.
