Can't Become Protectorate

Is there a bug where you wont get accepted to be made a protectorate? I asked France, it had a +900 score and said they would accept the proposition, it even says they want me as a subject, yet they turn down my request? Am confused.

I can’t get on to check the Vickypedia but I would guess the Domineering attitude is preventing it. They want your land.

yeh based on the ingame text it seems to be a plus, under domineering it says they "want me as a subject" which is what I'm requesting in the first place. Perhaps there's a disconnect in the UI which is saying its +900 but in the actual code it's calculated differently (negatively). Still unclear as to why this happened.
