I cant Build the Eiffeltower, even if all requirements are matched. Did I forget anything?

Check the journal 2. page, normaly you must make there requirements

actually I cannot find any requriements out of the journal, do you have a screenshot maybe?

hold your cursor over the checkmark for the decision and it should display the reqs
