Is it possible to avoid war as Prussia, and still for Germany?

Yes I did this actually. Start with bankrolling german north minors. Absolve obligation or use it to get for example hannover inside your custom. Austria can surrender if your army is strong and you have an strong ally for example Russia.

If I bankroll minors do they automatically then join Prussia at a certain point etc?

No the diplomacy are a lottery. Its a lot of rng involved. There are some nations up north thats not part of your custom. You want to start bankroll all of these nations and also improve relations with them. When they leave englands custom union (dont ask before!) ask them to join. It will take some time with some of them. You can absolve obligations for relationship bonus and keep bankrolling, this is very strong and bankrolling cost less than improving relationship. After you invented nationalism german northern (not southern, check culture map) minors will ask to join your nation if they are part of your custum union. This is based on your relationship and rng. After a while you will form north german confederation.

Your goal should be as follow:
1. Make all minor northern german nations join your custom union.
2. Improve your industry tech then start researching military tech and build up war industry.
3. When you have created northern germany confederation start improving relations with france and russia. Also make sure to improve relations with Bavaria before war with Austria.
4. In the war dont take any territory. You want to keep infamy low before German unification. If you can afford demand liberation of Hungary and Croatia to weaken Austria.
5. Either you can form Germany after this war or you will need an unification war where all minors are annexed.

The war with Austria can be a nightmare or a sleepwalk depending of if you managed to get an alliance with Russia. Bavaria is important since they are close to Austrias capital. Diplomacy is key.

Yes. Also having an obligation can increase the chance.
When I have an obligation I check if I can make them join. If not I absolve the obligation for 30+ relationship and keep bankrolling in wait for a new obligation. Check the diplomacy button. From there you can easily see which countries that owes you obligation. You dont need to check every country manually.

Also I have been having an nightmare with radicals so dont forget to strenghten your police force. You want the following laws: Dedicated police force and secret police and start increasing these institutions asap. Test supressing political factions who hate you and see if this makes radicals a minor problem, not sure.

I am going to research the water tube boiler before nationalism. I am trying to get on top of my finances first and this boiler will really help my output efficiency. As soon as that is researched its on to nationalism :)
