you can check this quite easy in colonial regions:
in a newly colonized region there isn't any town or city, if you build a harbor it's always at same spot, even if not yet colonized (or controlled by someone else). If you build the first farm or planatation, it's also always the same spot - and so on.
Thank you so much for this information, sad its not in the game as its a famous place in this time period. But as you said maby mods or a future update can fix that
Oh didt know, Kinda wish it was a bit more random so that not every play looked the same but might be to much work to not make it look weird late game
