I have absolutely zero idea how to sway

I see a country with a green thumbs up but there is nothing in the UI anywhere that I can see that allows me to sway that nation. What am I looking for? What screen?

you should be able to click that box there to bring up the offer screen, NOT the nation's flag but the box that its in
but even then i've often had it show me a green thumb and then when i click to the next screen all of the available offers have red thumbs.,,

What above guy said, but you gotta wait for Diplomatic Maneuvers phase.

I'm in the Diplomatic Maneuvers phase, I see the green check, I click the box (not the flag) nothing happens. Then turns out they went to war for my enemy. Now I've completely defeated my original enemy but these folks who were swayed won't give up and they're half way across the world so I'm just stuck in an endless war.

Do they have any wargoals on you? If not, you can just capitulate.

if the enemy is already trying to sway them, the box will be greyed out and you won't be able to try and sway them yourself until they have decided whether to join the enemy.

Yeah they want to make me a Dominion and sadly they're a LOT larger than me but don't seem to be coming for me.

The answer to my original question was that I wasn't in fact in the Diplomatic Maneuvers phase yet. I didn't realize how trivial other countries see war in this game. Now that I know how this works I restarted my war and literally created world war three as a minor European nation. Now we seem to have Russia fighting France, the Ottomans are involved, most of the German minors. It is absurd.
