Sometimes when I go to build something the popup says "not enough qualified pops" and I build it anyway and it gets filled up anyway.
. . .also note, like a lot of other things in this game, it might be accurate for the snapshot of your current nation, but is not set in stone (particularly if you have high migration and available pops in other states, which, again, changes dynamically).
Also if you open up an individual pop, like your peasants in one state, and hover over the number for Workforce it will tell you how many qualifications that pop has, and also the rate at which they generate per month (and a breakdown of why if you then hover over those values; it'll show you if they have enough literacy for machinists but not engineers for instance)
I definitely agree it should be shown more places, but I can understand why it's just a checkmark. Just a total raw number of how many qualifications there are wouldn't be very useful, and they couldn't list out each different profession without taking up a third of the building screen. So I think that's a good place for a tooltip expansion when you do need to see the details.
