I think the largest oil fields are in east Borneo and Venezuela. Dubai and the Iraq region get a bunch too.
A big problem for Victoria right now is that their AI does not anticipate incomming demand. And they are really bad at building up rubbers and oil.
Joke aside, i don't really know.
Another change I would like to is the ability to prospect and aquire ressource rights in your puppet states. In my current USA game I have both Mexico and Venezuela as puppets and would prefer not to annex them to avoid border gore, but their tech is so ♥♥♥♥ they dont even seer oil and its already 1914 and even if they found it they would probably not exploit it fully.
In addition, France is starting to use oil without producing it and imports a good part of my oil. I had to get out of the free trade agreement I had with them just to protect my oil supply but that's not enough. I'm a protectionist so I lifted the customs barriers. This is not enough. Too bad we can't put a personalized customs rate to discourage exports of essential products as much as possible. Or put an embargo on a specific product.
And I know that oil should be rare, there is a reason wars are fought over it constantly, but currently it's impossible for the biggest western powers to maintain sizeable car industries or use large numbers of oil powered war ships, which is a little ridiculous.
Like you'll have to make choices on production methods due to the resources you have available to you...
