Confusing war system. Can't declare war towards certain countries.
Playing as Lanfang republic and I discover that war could be declared towards those independent countries in Indonesia region (including Portugal) or colonial state like Spanish Philippines. But I can't declare war towards Dutch East Indies and its puppet countries.
Why? Is that because Lanfang is a tributary state of Qing?

Yeah so it seems there are a lot of requirements to declare war. Some of the ones I've seen are: the country has to be in an area of interest (I.E. Scandinavia, Manchuria, Russia, Northern France, Southern France, and so on), they have to be an "organized nation" which I have no idea how to get around, you can't have good relations with them, and I'm sure I'm missing plenty of others. The point is there are a lot of specifics.

I think I got the answer. To declare war against Dutch East Indies we need to have bad relationship with Netherlands. But I am still confused by the fact that I don't need to worse the relationship with Spain before declaring war against Philippines.

Wait, you can't just target and destroy small tribal states?
Nah but you can just take their land without war (colonise). They might fight back but also may just let you do it

Yea its basically the same system as pre-FTL's in stellaris. You dont need to declare war but they have a decent chance of rebelling
