How to make a law endorsed?
So, one of the prerequisites for laws is endorsement by one of the interest groups. Laws that aren't endorsed are just locked. How to make an interest group to endorse a law?

I think you are not supposed to get slavery back once it was banned. Enacting law_slavery_banned has the effect of removing ideology_pro_slavery from the landowners. And it also prevents a person from getting ideology_slaver. I'm not sure if it also removes it from existing characters, but you would not have those as a country which starts with law_slavery_banned

I don't think that you have much influence on that. But you can put an interest group which already endorses a law into the government, so that you can start to enact it

I don't think you can. That's the whole point. I tried to abolish serfdom in russia right away and gentry seceded into a russian aristocratic state.

Interests groups define what you can and can't do, so the way is building up clout for the groups whose interests align with your plans - and suppressing or kicking out from the government outright the groups who oppose you.

AFAIK it is bound to the ideology of the interest group and its leader. A new leader with a different ideology can endorse other laws. There are a few events which change the ideology of people and interest groups(e.g. regarding slavery in the USA or some of the events which trigger when you are in the process of enacting a law). The ideologies for people have weights and triggers and in the long term, you can make it more or less likely to get a leader of an interest group which endorses some laws. But it is still random if you actually get a leader with your desired ideology.
