This guy's correct as far as precedents go. I'd only like to add that the Napoleonic Wars involved 3 separate attempts at an occupation of the country, the dependence on the British entailed heavily one sided market policies, and the country's literacy rates were low and remained incredibly below European standard until the late 20th century. The country is meant to be in an awful state.
No real industry. All wealth gained between 1500s-1700s wasted (It always amazes me how Spain and Portugal lost all their power and money. Spain had a chance for beating even GB as Great Power number 1).
Corruption and civil conflict were widespread. They also already lost rich Brazilian colony few years before the start of the game.
Journal Entries that will give you claims on Brazil (or puppet CB) should be added though. But to get them, you would have to reform your country. Something similar to Ottoman Tanzimat Journal Entries that are already in the game could work. Wait for mods.
