Forming Scandinavia Peacefully

Is there a way to form Scandinavia peacefully as Sweden? I know you can conquer Denmark and Norway militarily, but can you do it by being friends with them instead? It seems like you cannot change Norway to a puppet or dominion as you cannot do that with Personal Union states. Because of that I see no peaceful way to annex Norway. If you do a diploplay on a friendly denmark can you get them to willingly become your puppet or join you?

Does Scandinavia get an entry in the nation formation tab like Germany?
If so that'd be the button to press for peaceful unification.

There is a button but you need a certain number of territories, I don't remember off the top of my head. I think you need to own either Norway or Denmark. It's just odd because if Norway was my puppet I could annex them, but because they're in a personal union I cannot do anything to them.

You can, i did in my game. I had friendly relations and after some time there was a little popup message saying that Norway and Denmark would accept forming Scandinavia with Sweden as the leader. Then i just pressed the button in the menu. I immediately got -80k income as you have to integrate the new provinces first before you get the tax income for those regions.

You don't need to do anything with Norway - having them in personal union is sufficient to create Scandinavia.
As for Denmark I also didn't find any peaceful way. In my case they accepted being puppeted without war, though, as I convinced Prussia to be on my side for the diplomatic play.
Once Denmark is puppeted (and Norway is still in personal union) you can create Scandinavia.

Thats great to hear, thank you. I don't think it's very Scandinavian to conquer your neighbors. Did you just improve relations or did you do something else? For example where you in a military alliance with Denmark?

I'm looking at the screen now.
Sweden has 5 regions.
Norway has 3.
Sweden + Norway PU controls 8.

Now you should be able to launch a unification play after getting pan-nationalism. This is a diplo incident, and potentially a war.
Or you can figure out how to exert control over Denmark (or Finland). A Danish protectorate should work.

Only improved relations, did nothing else really.

just improve relations with denmark, wait them to be your friends. then youll be able to one-click form scandinavia. the problem is you will go thousands of negative income for a while for fully integration
