If so that'd be the button to press for peaceful unification.
As for Denmark I also didn't find any peaceful way. In my case they accepted being puppeted without war, though, as I convinced Prussia to be on my side for the diplomatic play.
Once Denmark is puppeted (and Norway is still in personal union) you can create Scandinavia.

Thats great to hear, thank you. I don't think it's very Scandinavian to conquer your neighbors. Did you just improve relations or did you do something else? For example where you in a military alliance with Denmark?
Sweden has 5 regions.
Norway has 3.
Sweden + Norway PU controls 8.
Now you should be able to launch a unification play after getting pan-nationalism. This is a diplo incident, and potentially a war.
Or you can figure out how to exert control over Denmark (or Finland). A Danish protectorate should work.
