How to build skyscraper
Playing as Germany almost 1900.
What am i missing?

I bumbled into building one last game. Under the decisions section for your nation there should be a choice to find a suitable site for a skyscraper. I have no idea what the tech prerequisites are, but if that is there then you do the project and wait about two years. Then it will tell you which state you can build your skyscraper in and you have to go there and start building one the same way you would start any other new industry.

The skyscraper gives a 25% boost to government admin, so once you know which state it will be in you should stack government admin there.

DYK if it's normal to be able to build one without the decision? It was available for me to build in Flanders as Belgium before doing the decision, I didn't build it, and then after doing the survey I had the option of building two in that state. Seemed weird to me.
I've built it via the decision but maybe it has something to do with the number of urban centres you have? I think the decision required 20 in one place and it would make sense if it was tied to how urbanized a state had become.

Thanks for the answer, i was able to build them. Very powerfull in my opinion.
I build 5 to see how they work. After some time, i wanted to build more, but i was not able to. Not able to expand...something like this.

Also nothing in the decissions.

There are some hidden requirements that are in the data files but not in the tooltip.

Society - Research Steel Frame Buildings
Production - Research Reinforced Concrete
Bureaucracy production 500+
Urban Center 20+
Incorporated non-split states only

I meet all of these.
I switched to a presidental goverment and have voting (every man [and women])
After that i was not able to build them. Dont know if this is the reason, because it took some time for me to realise.

Wish the game would be more transparent here. A lot of things are in tool tips, but this is not.

I also have a general who is "busy". Even during wartime. I cant retire him because...he is "busy".
But i got a event to promote him. Twice. MF
It's weird because I'm now in the same position as you where I don't know how to build any more skyscrapers (I could only build one) and I also have a general who is permanently busy. I was wondering if it was because he was leading one of the political party or a bug because I'd sent him on an expedition to map a river.

I could also only build one, but stumbled into an AI nation with 20 in a state. How is that even possible?
