How to build Gas Street Lights

I saw in a thread that a good way to provide services to your pops is via gas street lights. Where do you actually build gas lights? I've looked in the state building options under Urban Center and don't see an option.

I'm playing as Brazil if that matters.

Go to Buildings --> Urban --> Urban Center --> second option - choose Gas Street Lights
