Regime Change - not working as intended?

Has anyone forced regime change on an opponent? I did and couldn't notice any changes in their laws - even though we are very, very different.

E.g. I am the German Republic and thought I could depose the Russian Monarchy..... didn't happen

What do you mean? I'm a republic and they're a monarchy. After regime change, they are still a monarchy.

I'm telling you that their government hasn't changed, and you're telling me that their government has changed.

What was your government when you win the war? Who's was in the government?
Armed forces, Petite bourgeoisie, Devout, Industrialists, Landowners, Rural folk, and Trade unions.

They get same government.

IF that's really the case, that is dumb. 1 day later they can swap their IGs out for any other.

For that first i not certain what they change. But after you write here, then its only one that can change.
