Getting zero taxes from proportional taxation?

As the east india company i switched from land based taxation to proportional and now i collect zero income tax which doesn't seem quite right. Is this a bug or

20% income tax on 1$ is less than 0.50$ flat land tax per peasant worker or 0.50$ flat poll tax per non peasant worker

sry that was an incomplete response. the east india comapny, russia, japan, china, etc have 0.50$ per person in gdp so the lower level taxation laws that tax serfs at 0.35$ (land tax) and laborers at 0.85$ (poll tax) actually give more money in taxes to your government than the 17.5% income or proportional tax laws.
