Mouse bugged when starting the game

After playing Victoria 3 successfully the first time, I tried playing it again today.
Everything seemed to be fine until I reached the main menu. My mouse was slowly moving upward, I am still able to move it elsewhere but it wont stop going up.
When I tab out of the game the cursor is like glued to one point and cant be controlled properly.
As soon as I opened Task Manager I could control the mouse normally. When the game is closed everything is working fine, too.
How do I fix this? If I am not mistaken its something wrong with the game.

Might be from controller or something. Unplug other input devices.

I had 60H of play and today I have the same issue.

Unplug any controllers from your PC and try again. This is an input device error usually with Steam.
