Learn the Game objective
So, just to get the achievement I spent the entire day reaching 1936 only for it not to count. What exactly is the objective of "learning the game"? Winning Being number 1?

Completed two campaigns now from 'Learn The Game' start and still don't have it, definitely had Achievements enabled as I got a few others, including the Century one.
Didn't play as the suggested countries, though.

I found out; what you need to get is the "Reach game end hint" in the Tutorial Journal and then get to great power status in order to get the achievement.
Does it have to be this exact order? Get the "reach game end" and then become Great Power?

I believe this to be the case as I got the achievement only when I got the "Reach game end" journal entry and no other tutorials popped up, as well as reaching great power status.

Okay good to know. I haven't been able to get the achievement yet myself because periodically one of the mid game tutorial journals gets bugged out on me and won't acknowledged the completed objectives. Sometimes it's raise population to a threshold, and sometimes it's the stop the civil war from happening.

I also did not get the achievment because for me the task to rise the relationship with country X was bugged. There was simply no country name . I guess that country got wiped out already. Kind of anoying that a whole playthrough is wasted because of that. We should always get this achievment if we finish the end date.

To obtain the "Learn the Game" objective you may indeed have noticed that you need to completed the journal entries that pop up with objectives such as "build farms" and "increase your rank". However, not all need to be completed. Only certain of these tutorial journal entries need to be completed, that is to say, are tagged as achievement requirements in the game files, and always appear in the same order. Each objective I listed is a prerequisite for the next, ie you need to complete "Expand a Productive Building" before you are prompted with "Establish a Trade Route", as well as a condition that I put in parentheses. They are as follows:

-Expand a basic Building (first one you get, requires farms)

-Change Production Method (expanded the farm, again requires farms)

-Expand a Productive Building (requires a profitable building that doesn't need subsidies)

-Establish a Trade Route (requires any goods shortage)

-Improve Access to Consumer Goods (Grain, Fish, or Fabric costs 25% more than base price)

-Bolster an Interest Group (no extra requirements other than completing previous quest)

- 1. Passing an Institutional Law (requires a law such as police set to "no police")
or
2. Reform the Government (requires legitimacy at 40% or less)

-Increase Relations (any country that doesn't have maxed out relations with you)

-Declare an Interest (have an unused interest point to declare)

-Expand the Military (Increase Army and Navy size by 20% (max 20) and don't be at a deficit)

-Recruit and Promote a Commander (self-explanatory)

-Mobilize an Army (you'll have to go to war or crush a revolt)

-Send General to the Front (...)

-Make Peace (all good things come to an end)

-Reach the End Date (achievement get!)
