In the tutorial, I can't improve my relationship with another country

I am completely new to this game and from the Paradox games I only played HOI2 and HOI4. In Victoria 3 I play the Sweden tutorial. The game now tells me to warm up relations with Prussia from the level of 57 to 80. Unfortunately, I cannot do it because the button is not highlighted, it is gray. I can warm up with all other countries, and not with Prussia. Is it the result of something I have done before or is it a mistake? I'm stuck in the tutorial because the next tasks are not showing up,

if relations are already friendly, you cant warm up relations manually, the country's opinion is only going to increase through treaties

maybe the game wasnt expecting you to have good relations with prussia, try some trade deals with prussia, see if it works

I have trade agreements with Prussia, I import and export many goods to them, hence good relations. I don't know how to improve them, because they go up to 63 and then drop to 59 and so on. I'm stuck in a tutorial and can't move on.

I got that objective eventually by just waiting, if you have active treaties with them, then the relation score should tick up on its own to a max of 80. I think there's a RNG factor involved here related to how the AI regards you though
