I've pretty much tried everything at this point. reinstalling mods, changing mod load order, clearing cache, reinstalling the game entirely, even putting the exact mod files that my friends have into mine, as well as testing if i'm actually missing any of the mods by using a save file from my friend in single player (which it loaded perfectly fine).
So I honestly think its an internal issue with the game.
It's something to do with how the saving and loading process works...?
but I'm unsure what to make of it. I'll explain with numbers.

you can quit and 'reshuffle' the mod folder as much as you want. apparently.
- I don't know of any fixes, I think this is a paradox end problem :/
