Report a translation problem
This works if you offer something to the ai. What the ai would accept is highlighted. Therefore, the ai can express what it would take to fight alongside you and other ai.
But there is no way to tell the ai what you as the player would accept. so the ai just tries random things in my experience.
Can you be offered states to be brought into it? That might mean that being allied with human players is inherently bad as you cant gain states in wars
Its a major inbalance between ai and player in a core-element of gameplay.
