The less you tax the more money your pops have to spend on their standard of living. This money also makes your businesses more profitable. If your pops get taxed too much then they have less money to spend on needs, lowering their standard of living and making them radicals.

The more you tax the more revenue your government gets, allowing it to spend on costs for construction, military goods, administrative buildings, universities, etc.

The proportional taxation + the other one (not including consumption tax because thats basically no tax) tend to tax based more on wealth, which is great if your pops are wealthy but not so great if they're poor. If you were somehow able to implement the bottom two tax options as Qing at the start then you would take big losses for example, as they have a mostly peasant population.

I mean thats basically the story of human life, yeah. So...

consumption taxes can be good but they cost authority. In general I try not to go crazy on taxes. As a military junta my interest groups really didn't want to change the type of tax too much

I think graduated or proportional are probably the best options because they tax the wealthiest pops who are already getting all their needs. The other tax laws disproportionally tax the poor. If you have a largely peasant economy like many nations at the beginning of the game, these won't raise much money for you as the government but they will allow your peasants to get into a higher standard of living faster by removing some of the tax burden on them. This would get you more money in the long run as you will have more and richer pops who will drive demand for the goods your buildings produce, making more and richer pops, etc. Since most nations start with a significant gold reserve, keeping taxes low early on is good whatever your law is for this reason. You can afford to run a deficit until you near empty on the reserves because you don't get punished for deficits until you go into debt.
I also like to target luxury goods like luxury clothes and furniture for my consumption taxes because they cost little authority for good returns and they only hurt the richest pops, who will stop buying them in the worst case, but still be at least comfortable in terms of their living standards.

I suspect Per capita might be Best when you want a big high SOL rich. Pairs well with Private schools and private healthcare and laissez faire so the richer your pops get the smarter and healthier they get and the more money they have to spend on stuff. So if you want strong industrialists and capitalists. And a good supply of luxury goods. Proportional might take out of the investment fund.

I'd like to reform my taxation system, but all the others say "not part of your laws" at the top. Specifically I'd like proportional, but can't select it. What am I missing? New player here, obviously.

I think it'll be that you need a supporting faction in government eg. if you only have industrialists and landowners they're not going to pass laws to disadvantage themselves.

So I have the Armed Forces as part of the gov't, who do support Proportional. Could it be that they also support Per Capita?

When trying to pass a law, there are two tooltips, one shows the effects of the law, the other shows who supports and opposes it. The effects tooltip is shown if you hiver over the law, the support tooltip shows if you hiver over the button you hit to pass the law. To pass a law you need the tech that unlocks it, which will be shown in one of these tooltips, and a chance to pass greater than 0%. You get this by having at least one interest group in your government who supports the law. Try to also keep IGs who oppose the law out of your givernment, as they will try to stall the passage of the law, but can only do so if they are in your government. Try to avoid radicalizing IGs that have a lot of clout or you'll get scary revolutions.
