How do i peacefully annex parts of germany?

Research Nationalism and Pan Nationalism, keep relations high and then just sit around and wait. You just need to make sure that they enter your customs union, Brunswick will join once relations are high enough, southern Germany might temporarily leave, but they are easy to get back. The only states I am struggling with are Slesvig and Holstein.

Only for german reunification, also make sure austria dosnt snag a few states

Watch your infamy. It's usually fine if you can avoid having to do a unification play, but you can still go over a tipping point if you annex minors too fast.
If you do, Russia or France might start a war to split you back apart

another option is to rush Austria, it slows your unification of german minors down but can be rewarding if in two wars you take bohemia and austria, humiliate them. Then attack them again and get them to release hungary and something else to callin a unification play that absorbs whatever you didn't release from austria to make a semi mega germany.

Formed Germany in 1880 without ever being in a war, only lacked Alsace-Lorraine and the Austrian states. Basically did what Der_Dingens said.
Keep relations high with Holstein and Luxembourg (I had 'friendly' with them from bankrolling a while) and they will join when you exercise the option to form Germany. Sleswig remained a part of Scandinavia though.
